Southern Star Central Corp. (“SSC”)
re-activated plans for its Western Frontier Pipeline (“Western
Frontier”) project and held a non-binding Open Season to
solicit expressions of interest for Firm Transportation Service
(FTS) for its Western Frontier project, which would provide access
to Rockies’ gas supplies at the Cheyenne Hub, and transport
those supplies to the mid-continent region.
SSC invites parties interested in obtaining
firm capacity on Western Frontier to submit service requests to
Southern Star Central Gas Pipeline (“SSCGP”.)
The Open Season began at 8:00 a.m., Central
Standard Time, Monday, August 18, 2003, and concluded at 5:00
p.m., Central Standard Time, Friday, October 10, 2003. Interested
parties should complete the attached Service
Request Form and mail or fax to SSCGP’s offices at 3800
Frederica Street, Owensboro, KY 42304-0010, attention: Donny King.

Customers interested in capacity should submit
the Service Request Form
attached to this Notice. This form should contain the desired
contract term (10-year minimum required), the Maximum Daily Transportation
Quantity (MDTQ), and the rate. Customers must present the rate
as the maximum rate they are willing to pay for this capacity,
understanding that SSC is fully dedicated to charging the lowest
rate possible to cover construction costs and a fair rate of return.
In addition to this FTS rate, customers must be willing to pay
the FTS Fuel (initially anticipated at 1.0% or less), ACA, and
any other FERC-authorized surcharges.
SSC will evaluate all service requests to determine
whether market demand economically justifies the Western Frontier
project.
SSC will notify customers as soon as possible of its decision to proceed with the Western Frontier
project. At such time, SSC will issue a binding open season, at which time binding precedent
agreements will be executed.
